- Responders use this logging “app” to record victim status, needs, simple demographics, GPS locator and free text notes coupled to victim ID codes taken from standard triage bar code disposable tags/bracelets. This assessment information is automatically relayed to the central WEMCAT EOC for each entry. Victims can be scanned any number of times to indicate change in their status or location.
- Administrators can create accounts for responders and create/activate/deactivate events. They also have access to the full set of displays, from individual victim logs to status displays to maps in the Dashboard.
- EOC personnel have access to the full set of displays, logs and status, and can use this information to coordinate efforts to triage and track victim movements and status changes with responders in the field and other agency personnel.

The Wireless Ecosystem in Mass Casualty Assessment and Triage (WEMCAT) is a quantum leap advancement in mass casualty event tracking and disaster response. The WEMCAT system provides real-time data for real-time management of resources, personnel and victims by seamlessly integrating a variety of data, including this efficient, cost effective victim tagging and logging system. This data is provided to Emergency Information Center (EOC) personnel via a dashboard and interactive map to provide remote assessment and real-time assistance from county, state and federal agencies.
The WEMCAT logging system captures victim status and needs, their GPS location and a unique ID associated with a bar code band that responders attach to the victim. The WEMCAT system captures this information in an easy-to-use web-based “app” operable from responders’ smart phones or computer devices.
